Why is Hizbullah building these massive fortifications?

The Lebanese LBC NEWS Channel reported a few hours ago that Hizbullah is building massive fortifications in Kfar Malki (Lebanon) and preventing local fishermen from accessing the area! (LBCمعلومات خاصة للـ:حزب الله يقيم تحصينات عسكرية ضخمة في كفرملكي ويمنع والصيادين من التوجه إلى تلك المنطقة)

Eyewitnesses confirmed to LBC that Hizbullah brought to the region a number of bulldozers and carried out the construction of roads deep into the valley, where huge explosions have shaken houses in neighbouring towns and villages.

Local villagers and fishermen raised the issue with mayors, village leaders of the area and the Lebanese Army, but to no avail.

The population of this area fear that these military fortifications will undoubtedly be used in any new war with the Israeli Army, and could leave the village exposed to a seriously damaging Israeli attack. Finally, do we have to assume that this issue is not an issue for the Lebanese Authorities and the Lebanese Army? (وقد حاول العديد من رؤساء البلديات والمخاتير في المنطقة إثارة الموضوع مع الجهات المعنية ومع الجيش اللبناني إلا أنهم لم يتوصلوا إلى أي نتيجة تُذكر)
